TRANSPORT DELIVERS Campaign
The SLoCaT Partnership is developing a global campaign "TRANSPORT DELIVERS" which will guide the activities of the SLoCaT partnership in 2014 and 2015 in its efforts to better integrate sustainable, low carbon transport in global policy discussions on sustainable development and climate change.
Transport infrastructure and services facilitate urban and rural dwellers to participate in economic opportunities and to access essential services such as education and health. Designed to be inclusive, transport is a strong driver of economic growth and poverty reduction. But transport has serious negative impacts including road trauma through loss of life and injuries incurred in road crashes, air pollution that harms human health and greenhouse gas emissions that contribute to global warming.
If no action is taken on transport it is likely that in the next 15 years:
- 15 million people will die in traffic accidents and over 100 million people will be seriously injured;
- 50 million people will die prematurely due to exposure to ambient air pollution;
- transport will be the largest contributing sector to climate change through the greenhouse gasses and black carbon it emits;
- 60 trillion dollars, or at least 5% of global GDP for the period 2015 - 2030 will be lost because of the negative impacts of congestion, road crashes, air pollution and climate change related extreme weather events.
At the same time if the current car dependent transport paradigm will continue to guide transport policies and investment hundreds of millions of people, both in urban and rural areas, will continue to lack proper access to goods, services and markets. As today, this will be the urban and rural poor thereby making it highly unlikely that the eradication of absolute poverty, the overarching objective of the post-2015 development agenda, can be achieved.
To ensure that this is NOT the future, the TRANSPORT DELIVERS campaign raises the profile of sustainable, low carbon transport in the discussions and decision making on sustainable development, especially the deliberations of the Open Working Group (OWG) on a set of Sustainable Development Goals, and the deliberations under the United Nations Framework Convention on Climate Change on a new global climate change agreement; both of which are expected to conclude in 2015 with a global agreement.
The TRANSPORT DELIVERS campaign creates a collective voice on sustainable, low carbon transport, which informs the political discussions in the OWG and the UNFCCC process but it also helps to deliver concrete action. The campaign specifically supports the efforts of the UN Secretary General Ban Ki-moon who has made sustainable transport one of the building blocks for his post-2015 Development Agenda on Sustainable Development. The TRANSPORT DELIVERS campaign is also a direct response to the call for large scale ambitious action on climate change by the Secretary General in preparation of the September 2014 Climate Summit to be hosted by the Secretary General.
The TRANSPORT DELIVERS campaign complements, and helps to provide the means of implementation for the Results Framework on Sustainable Transport advocated by the Partnership on Sustainable, Low Carbon Transport (SLoCaT). The Results Framework calls for the adoption of a Transport related Sustainable Development Goal: “Universal Access to Clean, Safe, Healthy and Affordable Transport for All”, supported by 5 targets on urban and rural access through transport; road safety; air pollution and human health and climate change.
