41st ANNUAL MEETING OF THE IDB GROUP–Seminar on Role of Climate Friendly Transport Systems in Promoting Inclusive Growth

Introduction and Background

At the 2015 United Nations Climate Change Conference (COP21) in Paris, 52 out of the 56 IDB member countries submitted their Intentional Nationally determined Contributions (INDCs) to combating Climate Change, some with ambitious targets. IDB was one of 8 multilateral development banks (MDBs) which announced their increased commitment to climate resilience and climate smart transport systems. Nevertheless, a lot of uncertainty still remains on how these countries will actually meet such targets, and how Development Partners can help these countries meet their targets and increase the climate resilience of their transport and infrastructure systems.

Considering the Infrastructure theme of this year’s 41st IDBG Annual Meeting in Jakarta as well as the developments expected in global processes on sustainable development and climate change calling for action in the transport sector, discussions is quite timely and reflective of IDB’s plan to sharpen its focus on sustainable transport projects, such as mass transit, climate resilience, and road safety starting at country strategy, programming and country dialogue, seeking new co-financing and partnerships with development partners.

Objectives

The seminar aims to address: i) Challenges in meeting Climate Change commitments for developing countries without hindering their development needs in terms of Transport, ii) How transport challenges (especially in urban contexts) are increasing and the need for new climate smart approaches to meeting these challenges, iii) The role of MDBs and International Financial Institutions in general and IDB in particular in financing beneficial climate change projects especially in the transport sector including resource mobilization from the private sector and specialized Funds for such projects, and iv) to highlight the opportunities climate smart transport systems bring towards addressing transport needs in developing countries.

Expected Outcomes

The seminar is generally expected to provide a better awareness of the role of sustainable transport systems and climate change in the international development agenda, and highlight the economic, environmental, and social benefits of Sustainable Transport Projects that could also address climate change challenges. Speakers will also provide their recommendations to IDB on the way forward on this subject.
