The Indian Ocean Commission (IOC) has reported on the conclusion of Acclimate, a four-year project dedicated to climate change adaptation. The culmination of the project’s work, a regional strategy for climate change adaption, was adopted by the IOC’s 28th Council of Ministers on 17 January 2013, in the Seychelles.

Nine "Lighthouse Activities" were celebrated at the Doha Climate Change Conference as pioneering initiatives yielding benefits for the urban poor. The activities demonstrated the multiple benefits of addressing climate change through adaptation and mitigation activities, and transforming misperceptions about taking action on climate change.

A regional seminar held for South American countries by the Energy and Climate Partnership of the Americas (ECPA) discussed possible elements for a future Work Plan for the energy efficiency pillar of ECPA, including actions targeting transport, buildings, industry and mining, and possibly using nationally appropriate mitigation actions (NAMAs) to promote and finance energy efficiency measures.

The workshop examined approaches to ensure that smallholders are not marginalized by increasing biofuel production for aviation. IFAD highlighted a $12 million initiative on research and development of alternative crops for smallholder biofuel production. They also underscored recent research grants that will help to produce biofuels sustainably.

The International Civil Aviation Organization (ICAO) Council agreed to form a High-level Group regarding the feasibility of a global market-based measure for international aviation and to develop a policy Framework to guide its application. In response, the EU will "stop the clock" on enforcement of the inclusion of aviation in the EU's Emissions Trading Scheme (ETS) on flights to and from Europe until autumn 2013.

Participants at the 24th Meeting of the Parties (MOP 24) to the Montreal Protocol could not reach agreement on controlling HFCs. Many stressed that because the Protocol introduced HFCs as a substitute, parties have a responsibility to address the harmful climatic effects of these chemicals. Others oppose including HFCs within the Protocol, arguing that tackling HFCs is outside the Protocol’s mandate.
